From the CD Rip Roarin' Rock'n'Roll This is a song about a desperate outlaw trying to outrun the law by crossing the Mexican border. At the end of the song the main character approached the border and asks "What are those headlights up the road"?
You don't know if he made it or not. You don't know if those "headlights" that he's asking about is the law waiting for him or not.
